I'd say President Bush
Ever since he took office, he was put to task with many misfortune events, such as the 9/11 tragedy. And later on, his international policy didn't go down well with others including Americans too. He probably miscalculated or took too much of a risk with the middle east war, and the Iraqi war was disasterous which now puts him in the wrong foot.
