I'm going to buy a couple of resin model kits of japanese anime characters. But I'm wondering what I need.

Obviously glue, but is there special resin glue needed?...Also what should I use paint wise? Will the paint they sell at Games Workshop be ok? Does anyone have an tutorials or how to's on any websites or forums?

Most good artshops and hobby & craft shops carry the products you need . You can also buy kits for what you want. If its your first attempt would go and seek their recommendations, then you buy larger quantities from website connections.
Most libraries will aslo have books on the subject as well, it can save you money and time in the long run.

Okay... Resin Models require different tools than Plastic models !! I've built about 5oo plastic, and 3o Resin models now.

Yes, you will need glue: I use a Krazy Glue type and a two-part epoxy. You'll also often need putty-filler (Squadron Putty works fine).

Tools... Resin is MUCH harder than plastic, and is poured rather than injection-molded like styrene. You'll need some jewelers-files, a razor-saw, emory boards, and an Xacto knife. You might also want some medium coarse sandpaper on a small board.

Paint... I use my normal modelling paints (Testors Enamels and Tamiya Acrylics), BUT I always wash the parts with a touch of dish-soap and warm water, and then PRIME the model with spray-primer.

You will need resin specific glue, basic modeling tools and acrylic paints.
