I know that doctors prescribe quinine for leg cramps too. She may also need to get the dr to check her for gout. My mom had problems with that before she died & when she was on allopurinol (gout meds) it helped a lot. She may also try wearing light compression stockings. Hope any of this helps.

It may be that she has varicose veins?
If so, the doctor will be able to help, but if she has cramps that do not seem to have a direct cause, get her some "slow K" tablets from the pharmacy or clinic.
They are especially made for this type of disorder.
Hope she feels better soon

Is she diabetic? Ask about restless leg syndrome, Also lyrica is used for some leg pain as well as other medications. Has she been to a doctor to see whats going on? That would be her best bet, like an endocrinologist.

With Doc's advice and prescription, Quinine is the answer. In the meantime, daily spoonful of Cider Vinegar in a glass of water is helpful. She may not like the taste, bit vinegary, but helpful and refreshing.

Based on what you are describing I would recommend that she go to the ER because of the seriousness of this situation so that they can evaluate the situation further.
