Engine runs fine at anything above 1/4 throttle but will not allow me to run at idle or no wake speed.

have a 73 model Johnson 115 and was having problems starting and when i adjusted the idle it ran perfect. If i can recall i took the cover off of the hand throttle assembly and took the motor cover off. I moved the throttle and watched the cables to see which one did what. I found that at the end of the cable attachment there is a tiny allen Head nut that you can loosen and let the cable slide farther through. Keep in mind that a little adjustment will go a long way. Oh yeah make sure you tighten the allen head really good because it will come loose.

There are three possibility's, first is spark plug too hot, if so a cooler one, second is connection from throttle to carburreteur and or attachment point to such, If the carburretteur is original then you have a needle valve stuck and need changeing or cleaning. Third is the combustion chamber's may be filled with cheap oil, and clog the area rule principle of combustion. If so then you would have to take the engine apart and clean the inside port's and everything, so that the area rule of clean engine will idle, if all original spec's are same.Get tinier h.p. engine for no wave guarantee

I had the same problem with my 45 mercury, and it was the floats stuck in the carbs, took it to the shop and for 130 bucks it run like new and idles perfect

Sounds like the carbs need cleaning. They should be removed, soaked in a good parts cleaner, blown out with air and reassembled with rebuild kits.
