I would like to know whether there is a difference between the sentences
1. There is little water.
2.There is a little water.

Well... The only difference I see is one sentence is negative and one is positive.

There is little water implies that soon you will be out of water.

There is a little water implies we have some water.

There is a subtle difference. "There is little water" is making a reference to the fact that there is not much water. There is a little water is referring to the fact that there is some water, but not much.
