It's for more balance but also because it is difficult walking without swinging our hands, try walking without swinging your hands and you'll see that it's almost impossible. It's just the way our bodies are built.

It's all about balance.

Try walking or running with your arms at your side and you'll feel the effect of your weight shifting side to side as you walk.

By swinging your arms your using the weight of them (which is much more than you'd think) and it also adjusts your whole centre of balance because your shoulders move too.

This is the easiest way to keep balance. Think about it: when your right leg goes forward to make a step, you're a bit off balance, you're being pulled forward and to the right. Slight rotation of the body in the opposite way (left side goes forward) compensates for this imbalance. It is the easiest for your body to send your left arm forward in order to keep the balance. The bigger steps you take - more your arms will swing.

We don't when just ambling along but as we increase our speed, especially if to a jog or run so the arm and hand movements increase. It is mainly a balance thing and also a rhythm and added impetus to the movement. Try running without using your arms at all.You would feel all over the place.

We swing our arms when walking to help with balance and to help maintain our centre point of gravity. When we don't we tend to sway more with our body and also find walking a little more tiring

It's the animal in us, it's a deep desire of wanting to get down on all fours and monkey about with our bums in the air shouting oo ah ah ah, like a chimp. But we would look silly so we do it in private on a weekend, like cross dressing, or watching Where the Heart Is.

Not everyone does, but I guess it's encouraged to give more rhythm and power to walking, which probably then has more aerobic benefits.
