I live in Humble, Texas & am seeking information on a few different things.

Issue #1
There is a business across the street from my residence with a malfuctioning alarm. While I do understand the need for the alarm, it goes off constantly. During the day when it goes off it's annoying, but not too troublesome. However, the alarm is constantly going off for hours on end during the night when the facility is not being broken into. It is so loud that it is impossible to sleep through!

Isn't there something legally I can do to get them to fix the malfuction of the alarm? I mean, this is every single night! I don't know how long it's been since I've had a full nights sleep. They are disturbing my peace!!!

Issue #2
Some neighbors of my have cats that aren't spayed/neutered & that they let run around outside full time. These cats have turned into kitten farms & I constantly have a litter of kittens on my porch.

I love animals, but isn't there some sort of law against this?

Additionally, what are the legal ramifications of me taking the cats to be spayed/neutered without the owners concent or against their wishes considering that it would be in the animal best interest?

In answer to your additional question, if you take the law into your own hands, you might get put in the same cell as your neighbor who has you spayed or neutered against your wishes.
Let the law handle it or you will be going to jail.

I have read the previous answer and she is correct about the animal law. I happen to love in Georgia, so the laws here are some what different. About the alrm going off I would suggest talking to the owner of the bussiness, first. after talking to the owner if the problem is not resolved I would suggest calling the police about the sound. Sorry these answers aren't more helpful. Have you tried doing a research at the library on the laws of sound disturbance, and animal regulations for Humble, Texas.

Issue 1- start calling the police to report disturbance of the peace. After so many calls they will fine the business and after too many fines they will have to go to court and show they have replaced/fixed the alarm.

Issue 2- you can call the humane society (they don't put animals down) and they will issue tickets to the neighbors and either make them get the cats fixed and/or have them limit the number they have around. The rest of the cats need to be adopted out.
The law you are looking for is called the Endangered Animal Law. -too many animals puts them in danger of diseases.-

Don't ask/Don't Tell. Do what you have to do.
