Australia and mainly Sydney never is off season. There is a lot to do and see all year round.

There is something happening in Sydney all year but the two big festivals are in January and February. The festival of Sydney starts with the New Years Eve fireworks over the Sydney Harbour bridge and runs through the month with theatre, dance, music and art at many different venues. There are also the big free concerts in the Domain such as the Symphony under the Stars, Opera in the Park and the Australia day concert. February is the Sydney Gay and Lesbian Mardi Gras Festival which, again, is a month of theatre, art, music and dance culminating in the famous parade usually the first weekend in March.
Things are happening every month, however, and nothing closes for the winter. Winter days are usually mild and sunny but the sea is really too cold for swimming without a wet suit although many hardy souls swim every day.

Most people visit Sydney, or Australia in general, in summer (Dec - Feb). The reason for this is NSW and the other southern states are to cold for swimming at beaches and all the other touristy stuff so people want to come when the weather is warm enough to do that kind of thing. The further north you head though, the warmer it will be so the 'off seasons' are different again because of the different climate. (eg. Darwin's tourist season is the dry season which winter sits in the middle of...)

Australia's big, covering 4 time zones but for Sydney, probably the best time to visit is during summer (December - February) where you can spend a lot of time on the beach though it might be a bit humid. If skiing and other snow activities are your target, the Snowy Mountains receive heavy snowfall from the end of June till early October.

Theres no particular off season but there would be less tourists in winter (June-August) and then it picks back up again in the Spring and Summer months.
But if you're looking at a time where there is less people around, avoid going during the school holidays.
