How often are you cleaning his tank/bowl? It could be fin rot that is caused from dirty water. It can be treated with Maracyn and Maracyn-Two combined together or Jungle Fungus Eliminator. Before treating your Betta make sure you have him in clean water. Also if his home has anything sharp in it remove it. His fins can get caught on the sharp objects and can tear his fins.

If it has short fins,it's a female.She's trying to lay eggs.
