Try rescue mode from the installation CD. The link below offers several options for recovering from this problem.

It seems this is an active issue with Windows XP.

I'd suggest downloading hal.dll from http://www.dll-files.com/dllindex/dll-files.shtml?hal to a floppy or CD, starting Windows in safe mode, putting the file there and then trying a restart, but the URL has much more information.

do a system repair ...
if your on windows xp then :
Boot the computer using the XP CD.
# When you see the "Welcome To Setup" screen, you will see the options below

This portion of the Setup program prepares Microsoft
Windows XP to run on your computer:

To setup Windows XP now, press ENTER.

To repair a Windows XP installation using Recovery Console, press R.

To quit Setup without installing Windows XP, press F3.

press R

Setup will copy the necessary files to the hard drive and reboot. Do not press any key to boot from CD when the message appears. Setup will continue as if it were doing a clean install, but your applications and settings will remain intact.

if u cant do system repair then re-install os

what you have to do is you need to get a new software because if your missing a file that means you either installed your software or your using an illegal copy. so try going to a computer store and buy windows XP software or whatever your software is.

use your windows boot floppy ( if you have one) and when it boots, you will have a prompt: a:\ type in: c:\ then change directory: c:\windows then type in scandisk. this will scan your harddrive for file damage. if you don't have a boot floppy, go to a comuter that has the same version of windows as you do and make a boot floppy by putting a blank floppy in and click on MSDOS prompt. then type: sys a: .use the floppy to boot your pc

do you have your windows installation disk, if so insert it again and reinstall it, if it doesnt work id say uninstall the windows and buy another one

thats the only information of my knolege i can give you but go check windows information website, they will probably offer more help than me

your OS is already corrupt and whaterver you do, you cant get in as the file corrupted is the file that runs your OS.

re-install your OS

just get a boot disc from your friend and reboot the thing/ install a brand new windows.
