I've been digging underground for a water stone since the day Diamond came out in the U.S. and I can't find it! Is there a special place underground I have to go? Or maybe a special time?

From what I known and experience
In Diamond water, leaf and moon stone are the rarest to get underground. I have at least 5 of each or less. Thunder, fire, sun are the easiest to get, I have 30+ of them.

It's just hard to find. It is rare before you get the National Dex and then becomes easier to find once you have the National Dex. My advice: either migrate a Pokemon holding one from a different game or keep trying to dig one up.
