sounds like a sensor problem, possibly throttle positioning sensor

A bad (cracked) intake gasket will do this. The car starts to die out because the intake is sucking too much air, the computer compensates by giving it more gas, then the computer tells it that the idle is too high and bumps it down and then it starts over again. I had an 87' nissan that did this. Spray some starting fluid around the gasket area and when it revs up higher, you have found the bad spot.

The spike in RPM is caused by the car computer trying to keep the engine from dying.

You probably need a tuneup because at low RPM the engine is getting close to dying. This is especially easy to notice in 4 cylinder cars, less noticeable in 6 or 8 cylinder verhicles.

does the check engine lite come on? if not, my gf saturn was doing the same thing and it turned out to be a faulty coolant temperature sensor
