You need a permit to film in each city that you plan to film in. Check the city website or call for more info. As for the guns, if you have a professional propmaster, he/she should have the answers in that area. I assume you mean a toy gun, not a 'prop' gun since I don't believe there is such a thing. The problem would be that a toy gun of coure would have a big neon piece on it. Check all this with your prop master.

This is kinda "if you have to ask" question. Why? In most towns the insurance required to get the permit is very expensive. Again in most towns you have to hire off duty police to be around if you are going to use "prop" weapons.
If you live in a bigger city they have a film office that can help you. If in a smaller area check the local college art department, the film school kids have had to go through the permit process and can likely help.
I live in a big city and kids making a films with toy guns have been drawn down on and almost shot by police responding to citizens calling in a gun fight.

In most cases you need a permit from City Hall and your local PD. If you area has a Film office contact them, they'll be glad to provide the info, that's what they're there for.

There is no such thing as a prop gun.

It's either a gun or it isn't. If you want it to fire blanks for effect it is a gun that could also be loaded with actual bullets.

Therefore, check your local laws for gun registry.
