when a team of 11 is choosen, usually only one spin bowler willbe chosen in modern days as 3-4 pacies are chosen. almost all the teams have part time spinners from the specialist batsmen (eg. Sehwag, Dilshan, Gayle, Smith, Vaughan, symonds) . So mostly one of the pacers slot goes to a player who has equal talent in batting and bowling and they develope in to quality allrounders (But not allways you can categorize them in to quality batsmen or bowlers)
in this decade there are some good spinners as allrounders. Check this list you may agree.
Sanath Jayasuriya / Afridi / Malik / Saqib / Vettori / chandana / rafique / Boje/ harper / hooper / Sachin

Someof the great players such as Sir Garry Sobers, Vivian Richards, Aravinda Desilva etc. who have been great batsmen have been good spinners also.
Further, Sanath Jayasuriya, Marlon Samuels, Cris Gayle, Dilshan, Sachin Tendulkar, Virendra Sehwag, Andrew Symonds etc. are also good batsmen and part time spin bowlers also.

It doesnt matter if they are pacers or spinner, it depends on who performs, which is different from team to team.

it is because of the fact that most fast bowlers r aggressive and carry this aggressiveness to their batting also!!!!!!
