What is the diffrence between a server computer and a regular computer.

A server computer is designed for rapid file access, it usually has a lot more space than a client, and it accesses those files very quicky via a RAID array. Most of the times it has a bigger connection to the local intranet, so it can provide software to the clients rapidly. The operating system is different, it will use MS Server edition, or a Unix based OS, or something else, it depends on what type of environment the server is used in. The basic premise of a server is to provide security and ease of administration for groups of people to access data.

Only if it is dedicated for back-end operation as a server or if it is designated for general workstation use in a regular computer. There is no technical difference between the two.
