What kind of balances do cochlea and vestibular apparatus control?

I don't think the cochlea controls balance. The saccule and utricle control up and down balance, and the semicircular canals control dynamic balance. I think both are part of the vestibular apparatus.

The vestibular apparatus is sensitive to gravity, linear acceleration and rotational movement. The cochlea in only involved in hearing.
