What you want to do in this case is look for a few things. Are there any gill movements from your fish? Is it discolored in any way in particular, is it very pale and looking white? And finally put your net in, and see if it responds to movement on things that come near it. Don't flush the fish if it's dead please. Not only is that not good for the septic system, your fish may still well be alive internally but not able to move yet, and will suffer in septic conditions. If it is dead or there really isn't any way to save it, give it a decent burial please.

Almost all fish have a mechanism in their body that allows them to stay balanced in the water even if they're sleeping. If the fish is dead, that mechanism goes away causing the fish to float to the top of the tank.

what kind of fish? if it's a beta, they do tend to float in place a lot. fish DO sleep, but if you tap on the side and it's not startled awake, then yeah, it's dead. also check for fin or gill movement to help you determine.

if your fish is floating and is on its side its dead. if it is just gliding through the water it is probably sleeping. now if it is in the sleeping posisition formore than one day it is dead. dont poke the fish it could cause serious damage to your fishes life.

If its just floating sort of out in the middle of nothing but water, and its not floating up yet, it might just be very close to death, wait until it is finally floating on top of the tank....but even then make sure its dead, i thught mine was until i tried to take him out of the tank and he swam away, lol
hope this helps!

uhmm...its most likely dead...if its floating on top of the water especially upside down...i'm sorry to say its time to flush 'em. if it is not floating, and is kind of stuck on something, and kind of lingering in the water by say a false plant, same answer...sorry!
