I am thinking about buying a verizon INPULSE phone. Is the IN network applied to outgoing calls as well?

Ive heard the IN Network in the Inpulse plan only works with incoming calls!! (this would suck for me)

99 cents each day fee (whether you use your phone or not)
In Calling (free unlimited mobile to mobile)-for outgoing and incoming calls from other Verizon customers.

Night Minutes-Unlimited from 9:01 pm to 5:59 am
Text messages-send or receive. 10 cents each
