This is urgent I need to find out the right answer as soon as possible. Also if it's way past the allowed time and it's reported what will happen? Are you penalized or do they just deny the claim.

That would depend on your insurance company. I would report an accident as soon as possible, within a few days, to ensure that you are covered and your claim is processed.

Twenty four hours is the amount of time allowed for a report.

What happens with late reporting is up to your individual insurance company and the jurisdiction of where the accident occurred.

Edit I noticed your additional information, and the fact that the accident seems to be minor is not the point. You always want to report any accident right away in order to cover yourself for just the type of thing that is going on now. You are lucky that she is only saying you need to repair her bumper, she could be filing charges for injuries and saying that you are responcible for her medical bills for years to come.

Good luck, this is all the more reason you need to contact a lawyer, the police and your insurance company right away.

From the NJDMV manual...

Reporting Accidents
New Jersey law requires motorists to notify police of accidents
that have caused injury, death or car or property damage.
Help law enforcement officials by answering questions about the
accident and providing facts.
When property damage is more than $500, or personal injury has
occurred, motorists must:
• send a written report to MVC within 10 days if no police report
is filed
• notify insurance company

you are going to drop your coverage after this is over? Why? as a results of fact they asked you what occurred while somebody instructed them you have been in an twist of destiny? That makes genuinely no experience. The 911 call would be attainable on tape, tell your coverage employer to get a replica of it and hear it, and tell them you have been a witness, no longer in contact. What could you desire your coverage do, purely pay out while ever anybody says you led to harm, ignore approximately it, or ask you? in the event that they have regarded at your automobile, and there is not any harm, that stands out as the tip of it. returned, why are you mad at your coverage for doing what they might desire to be doing, investigating a declare?
