Yes, an 11 year old can be an author. Anyone can be an author, in writing there is no age limit.

There is no age limit, so long as the work is good enough to be published. Actually, the younger the better. If the author is 11, he/she would probably get a lot of publicity.

If the book was really good and the publisher thought that the kid should publish, then yes. There was a kid who was nine years old, born unable to breathe and walk, de died a few years ago, but he published two chapter books at the ages of eight and ten. I don't remember his name, but if you look long enough, you should find him under Oprah headings or her site.

You can write at 11. You cannot legally enter in to a publishing contract with either an agent or publisher however. Your parents would need to do this.
