for community fish tanks enough to level out chlorine and everything else?

As a rule of thumb, if you can drink it, a turtle can swim in it. Remember- turtles do not breath water like fish, or absorb it in their skin like amphibians.

Of course, letting the water sit in an open container for 24 hours before use is nice- it allows some of the chlorine to evaporate out.

Typically if you can drink the water from your faucet, then it's safe for your turtles....
If you're still worried about it, or it's not drinkable, then you need water conditioners...they have reptile specific water conditioners, which is better for the turtle than the fish conditioners...the repti safe conditioner will turn the water slightly blue, which also helps control algea growth...
Correct pH only takes care of the hydrites in your tank...they do nothing to correct amonia or clorine...

you should use distilled water if you have public water. There are many chemicals that can cause harm to fish and aquatic life.

the other option is to run the tank for a week then test the ph. you can add chems to correct it but again, some breeds are very sensitive to the chemicals.

your best bet - distilled or purified water!

The Chlorine can bother their eyes and cause swelling. I always use a water conditioner to remove this.
