There's a "bubble" looking tissue hanging on it's body; is this an "egg" sac waiting to be released? or it's some kind of a fungal infection? ; or if it doesn't lay eggs- do the babies come out from it's body (from the sac clinging to the fish)?

A "bubble" of tissue hanging on the fish has nothing to do with breeding at all, it's a sign of an infection.

If the bubble is at the fishes vent (where it normally poops) it's a result of an internal infection causing a massive fluid build up in the fishes abdomanal cavity. That would also explain why it's been getting so large. Look to see if scales are sticking out from the fishes body, this is another sign on the same internal infection.

If the "bubble" is located somewhere else on the fish, it's a sign of a different infection called Furunculosis.

If a the bubble ruptures and nothing comes out then it's a sign of fish Tuberculosis. This is very rare, but I mention it so that you are aware of the possibility as this disease can be transfered to humans.

The first two options are treatable with a good antibiotic such as Furanace, Cipro, or Furazolidone. Odds of a fish as badly infected with an internal infection as to have a bubble form at it's vent would probably not respond to treatment before it dies to be honest.

The last condition can be treated with Cipro, amoxycillin or Kanamycin. Great care must be used if it's Tuberculosis and gloves should be worn to prevent transferring the disease to you.

One important item: No matter which of the above is true for your fish, it's important to remove it from the tank as soon as possible because if the bubble were to burst, it would easily spread the disease to the other fish in the tank.
