Gaahhh, I can not find the Mayor's Necklace in Oakvale..
I've heard that it's over inbetween those two washed up boats on the coast, but there is no "Spade" icon to show up!
I've also heard that I need to eavesdrop on the two merchants in the memorial garden, but when I went to the memorial garden, there were no merchants anymore!

You DO have to overhear the conversation from the two merchants - just run past them, and start "sneaking" until they start talking about it again...
The "Spade" icon won't show up until you have done this...
I did this quest twice - the first time I recieved it normally, and tried digging without eavesdropping (with no luck). Eventually, I did that - and it worked just fine.
The next time through the game, I accidently went into the garden BEFORE getting this quest - and I was actually ABLE to trigger it before I should have. Mind you, I had already started the process of "courting Lady Grey" - but I hadn't gone far enough to know about the necklace...

go back and read the quest info carefully and then go again.
if is nothing too joy just take other quest. an easy quest. OK
