it's fine if their other sex organs, pubic hair, hips etc has developed. If they're not developing at all sexually then one may want to see a doctor particulary an endocrinologist.
I know a lot of women who have the same bra size as they did when they were in 8th grade. They're fine. just smaller than other people and that's okay. There are also some people who get their last growth spurt (including breasts) btw 18-22..

It's fine. My breasts popped right up there when i was 13, and they're about the same size as then and I'm 21 now.

It's alright. That's when the most growth occurs for women.

There is no right or wrong about bra size. that's a silly notion. It is what it is. Period.
