If you are looking to download some techno songs then just get a program like limewire or 360 Share Pro.
If you are looking to just listen to them, most cities have at least one dance/techno radio station. You can also listen online to radio stations. Try Sirius.com or http://lyrics.trancestation.nl/vocal_trance_radio_tuner.php

go to itunes n then electronic section and look at their top 100 songs, my fav techno songs are;
axwell - feel the vibe (without the girls singing)
armin van buuren - zocalo
supermode - tell me why
