We live in a law suit happy world where no one cares about copyright until they get caught violating it.
Most everything is copyrighted, whether it says so or not.
There are laws against using people pictures without their permission.
For example, I find your house, and get on a rooftop across the street and take pictures of you in the nude when you are changing your clothes in your bedroom. If you catch me posting those photos any place, you can sue me blind.
You need to get the permission of both the celebrity and the place where you copied the photo from. They will probably want more money from you than you can make by selling the T-shirts.

That's not a good idea. I don't care of you are in Canada or the USA, the laws are most likely similar. If you plan to profit off of another individual's image, I suggest you ask for consent. I don't know if it is crime in USA, but I can defintely see it as a possible law suit.

Yes, it's a copyright violation & when or if when you do sell them, You wanna hope you make alot of money, Because they are going to sue you for heaps. So not only will you be sued, But you'll have to pay court costs and any other thing they throw at you.

It shouldn't be a crime, but there is defiantly some civil liability under tort law. Unless you're selling a newspaper, I'd forget about publishing anyone's pictures for profit.

I donot know which country you are in at the moment, but different countries different system. But for the law itself profiteering out of somebody is illegal for example you stated that you will sell t-shirt with a picture of a celebrity on it, example Cindy Crawford(example only). Cindy has the right to sue you for using his picture & her name for your t-shirt.
The law should be just, it provide protection for the aggreved party.

Doesn't this also fall under the constitutional right to privacy? The honorables in gowns take that pretty seriously. Don't do it without permission.

Yes. It's a copyright violation to use someone else's photos without their permission - you should contact the photographer for his consent, and be prepared for him (or her) to ask you for a royalty.
