Well everyone is in the midst of rushing home therefore creating excess traffic leading to the conclusion of there being a much longer time frame of you in the car.

It is called rush hour because everyone driving is in a hurry ( Hurry= rush) to get home! Rush hour is bwtween 4:00-6:30 because that is when most people come home from their job.
