Bolt cutters work great
If you can't get to it that way you might try a cutting torch
Option 3 Universal Lockout Tool
Get a dremel with the special fiber reinforced cutoff wheels This is the ultimate in open sesame. You could also use a regular die grinder if this proves too small for your needs...
The dremel works on meter sockets, Cable TV anti theft devices and a whole host of other "Impregnable Locks"
When the Modeco absolutely has to go....Get Tough!!!

If it is a cheap one then either of the other answers will work.. If it is a decent quality, the lock loop is case hardened steel so you will need a BIG set of bolt cutters.. and the hammer and chisel will most likely not be fruitful any time soon..
A hack saw will not "cut it" either (pardon the pun...). You need a grinder or a grinding wheel for a power drill to cut through it in a reasonable period of time and low manual effort.

as far as I know answer number 2 is the best if you don't care about the lock and its yours use bolt cutters thats what was used at my hs when you couldn't remember your locker combo and were willing to pay to replace the lock
