.030 is smaller. The further each digit is from the decimal point you go towards the right is the smaller number if preceded by a zero. To prove this, convert it to a fraction with (.030 in this case) as the numerator and divide the denominator, 100 by that.
In your example and by my calculations, .20 equals 500 and .030 equals 333.3. This proves that .030 is smaller than .20. If you move the decimal point two paces to the right, it will give you the percent (%=100). So, .20 equals 20% and .030 equals 3%.

.03 is smaller. The reason becomes clear if you drop the trailing 0 on the .030 and change both to fractions.
Clearly 3/100 is less that 20/100

Subtract .030 from .20, if .030 is snaller the difference will have to be positive, If .20 is smaller the difference will be negative.
0.200 - 0.030 = 0.170
Since 0.170 is positive .030 has to be smaller then .20.
