You can immediately eliminate 'many' because there is no such thing as a many and the subject of a sentence must be a noun or a pronoun.
So what are you actually talking about?
Are you talking about a 'there'? Of course not.
Are you talking about people? Possibly. it's a noun.
Are you talking about an elevator? Possibly. it's a noun too.
So let's look at the last two.

What you are saying deals with the number of people on the elevator.You are not discussing how many elevators there are, only how many people are in the elevator.
Therefore the simple subject of that sentence has to be
'people'
Do you follow that logic? Could you do it with another sentence? I hope so.

People is the subject of the sentence. However, the sentence is grammatically incorrect. It should read "There are too many people in this elevator.".
