i have tried to beat them so many times it is not funny anymore this is my team.
infernape lvl 62
luxray lvl 38
lucario lvl 32
staravia llvl 31
and 2 bibarels lvl 18 ea

ok ok i need to train and ill use my cranidos and train it but were should i train i have no idea were theres so many places

um is there a place were i can get lots of exp in a very short time i need to train my cranidos to lv 40 to get it to evolve and now it is only lv 20

No wonder you are failing =/
You are placing so much emphasis onto only one pokemon: Infernape lv 62. I can think at least 15 pokemon that can take him out during the fights. Luxray is useless against the second leader.
All your pokemons must bet at least level 50-55 to at least have a fighting chance against the elite four. Why would you want to have two bibarels in it is beyond reasoning =/. At least get a grass type in there.
This was my team when I beat them:
Infernape lv 53, Gastrodon lv 51, Torterra lv 53, Crobat lv 51, Luxray lv 51, Golem lv 52

Train all your Pokemon to their upper 50's.Try Route 222, (west of Sunyshore) and battle the Beauty (Nicola), and Rich Boy (Trey.) They're very generous with prize money, too, which can be useful for getting vitamins from the Veilstone Department Store, which can also make your Pokemon stronger.
Just do what you did with your Infernape with all your other Pokemon, and hold off training Infernape for now.
PS; Get rid of the Bibarels. :\ They're some of the weakest Pokemon of the 4th generation. Replace them with Floatzel, or Gastrodon if you want a decent Water type.

Well, i beat the eliet 4 using infernape lvl.54 palkia lvl.55 lucario lvl.36 uxie lvl.55 Staraptor lvl.35 and floatzel lvl26

Try using exp share and level of the other poke'mon in your party or try catching a higher level poke'mon and train them up. Try to get poke'mon with a elemental difference and have their stats high.

train hard as u can, use EXP. share, and keep fighing them. it is good for training and eventually they will lose to u.
