Cheney has never desired the presidency. In fact, he did not even want to be VP. He only took the VP nomination as a favor to Bush. Cheney simply does not want the job.

He knows the reins of power aren't held by the President. Especially this President, they are held by non-elected "Advisors".
"Gun Shy" is a good way to put it though- the American People would never accept a man so completely corrupt and evil, especially with the American backlash against Republican usurpation of Civil Liberties and freedoms.
I wouldnt be surprised if Bush was "assassinated" just before being impeached, with Cheney taking over the helm. That will be the last coffin nail for America the Free. Our new national name could be "Sold to the Highest Bidder-Land".
