Did you actually put in the recovery disks into your CD drive and boot to it?
Don't understand what you mean you cannot reformat. If you have the options for safe mode, you HD is not bad, your OS is.

Select "last know good configuration" from the list.
If your PC still does not boot, its probably the OS.
IDE diagnostics is usually only shipped with newer Dells as a hidden partition.
Going_Commando is a typical example of an obnoxious contributor. Check it dude, you're a joke.

an overheating pc can cause a constant restart, as can a virus. check your fans are working, and try changing the front side bus on the motherboard or the multiplier to slow the cpu down (under clocking)

Check it, you want to know if your hard-drive is bad right?? So far I've read everything that everyone has too offer and its a joke... even your top contributor guy...LOL Easiest way to check if your hard drive is bad to simply shut your machine down all the way, then restart it, while continuously hitting F12 then choose Hard Drive or IDE Diagnostics it will run and will then you if your hard drive is good or not.

there are alot of ways to troubleshoot such problem, for starters does your hard drive make wierd noice when it spins , like a grind sound or a wired sound like a marable in a can sound? I would personally suggest that you do a process by elemination process where you unplug all of your system componant and plug them one by one ; remember that after pluging each componant start your computer to see if that device works. It sounds like you hit F8 during boot up. Go down to the choice saying boot normally or something like that and all should be ok.

Hit F8 and go to the bios. Look at the hd section and see if your hd is listed on there.
