You can connect yourself directly to the internet, and there's no license required. Actually, if you have an ISP, you ARE connected to the internet. If you're looking to become an ISP, all you need is a 'pipe' with decent bandwidth. You can lease a T1 from one of the phone companies for about 1500.00 a month. Most of the smaller ISP's do this, and connect the T1 to a server with a modem bank attached. You dial one of their numbers, and they connect via your server. Larger ISP's lease lines from one of the backbone carriers, such as UUNet, AT&T or Sprint. These are typically OC3 or larger, thus enabling them to provide high bandwidth connections such as DSL and Broadband to the home. The only thing stopping you from doing that, is that the backbone leases are VERY expensive. But if you have the money, they'll drop you a line directly to your home.

ISP stands for Internet service provider, but it sounds like you already knew that.
In the U.S. I'm pretty sure you need a contract or license with the government to provide an internet service, just like a phone, and keep in mind that the internet is not a completely separate entity from phones
ISPs are also run on servers that provide bandwidth, yet another entity you don't have. I have heard of people trying to get their own internet, honestly, it's not worth it, and you run against big ISPs like verizon, AOL, and comcast who will do anything to kick you off their turf.
One last thing, you require a connection to a line, which are also usually provided by ISPs.

Only Internet Service Providers have gateways to the Internet. You cannot get one unless you wish to be an ISP. The costs for such are extremely high. Major corporations use an ISP.

You subscribe to an ISP, either via dial up or broadband access (DSL, CATV, etc). The costs for this are reasonable for all users.

For a non-dial up service you need an internet feed. For home use this is usually either DSL from a phone company, cable internet from a CATV company, or wireless through wireless providers including satellite providers.

Quote: "Then gives reason why" what is this reason it gives ? Without knowing this it is hard to summmise an answer for you. and are you sure the icon for connection is not your network ? Hope this clarifies a couple of things for you although I cannot answer your actual question. Try asking again but state what explorer gives as the reason it cannot view the web page . Best of luck :)
