It would be very helpful if you could be more descriptive.
Do you have dial up? If so, speed is dependant upon the phone company's connections. Even though your modem may be 56 Kbps, it will never run over 52 Kbps; sometimes you will see it below 28 kbps. Not much you can do.
If you have broadband, the speeds there vary as well. DSL ranges from a low of 256 kbps down up to 6,000 Kbps down depending upon your distance to the DSL Access Module. This speed should be about the same all the time.
If you have CATV Internet, the speeds can range from 4,000 Kbps to 8,000 Kbps; the actual speed will vary inversely with the number of users on the circuit.
You can measure your speed to see what it actually is. Go to www.pcpitstop.com and run the Internet Speed test. This may be very helpful in determining what the speed is.
Also, some people gauge their speed by the speed of a download. This is not a valid test as the server sending the download may be throttled down to a specific speed allowing the server to meter out downloads to more users.
I hope this has helped.

It depends if your using dial up or high speed. There are also different levels of high speed. Dial up is quite slower than high speed, but can still be useful for moderate searching, and email.
