James Bond movies; according to these movies the UK and its secret service are the dominant Cold War power,?

rather than the USA, USSR, or China...was this true?
I figured it must have been as otherwise Americans wouldn't watch these movies, that portray Britain as the smart guys and the US as the guys who need their help

Ok, let's see, the books are written by a British writer and star a British secret service agent. I doubt they would say that they are only second best.
