You can see from the definition that deserts can be cold or can be hot. It is precipitation that influences whether or not a region is a desert. As far as sand is concerned—most deserts are sand (Sahara) however some are not. Sturt Stoney Desert in Australia is an example of a desert full of rocks and pebbles.
