Because....
1) If the door touches the floor, it might get stuck and then the bathroom is useless.
2) passing toilet paper between the stalls
3) shy people who don't like knocking on each door can easily tell if the stall is occupied (especially good for deaf people who are going to the bathroom, because they won't know to answer)
4) if the door gets jammed, then one can still crawl out
5) new hiding places for little kids, although I don't particularly like this one
6) it's a wonderful way to play a prank at school/camp/work/etc. if you want to lock all of the doors.
7) aaand last but not least, public restrooms don't have magazines in each stall, so after you've read all of the graffiti on the walls, you can look at/admire the shoes of the person in the stall next to yours.

If you run out of toilet paper, someone can slip it under the door?
In the movies the bad guy always hides in the stall, and the cop finds him by looking under the door?????

Just in case someone gets locked in the stall. It happened to me one time and I had to slide out through the gap- it was so wierd. I'm just glad the floor wasn't wet.

I see your point and do'nt blame anyone who might take action if they get harassed in some way. But I feel harassed
when people knock on doors and ask "anyone in there?". Hmm...Red light /green light system? Occ./Vac. sign? Better
have some sort of laser reset in case someone "lies"...

It's so if you're having a difficult time doing your business, someone can poke their head down there, look up and yell "HI GUY!" and scare the crap out of you.

Well.. this is my guess... lol
If some one passes out and thay need to get to the person
And or it just kinda helps for when you are looking for one as you walk in you can see their feet so you know not to go to that one.
