It'd be incredibly expensive, the bears would be difficult to transport, they'd need a constant supply of huge amounts of fresh meat, they'd need to hire tons of bear handlers, and it's inevitable that some bears would get out of control and kill or maim suspects (who may be innocent, or have committed offences that don't even come close to warranting the death penalty) or police officers. Where are these bears going to live anyway? They can't exactly keep them in the police station.

At some point they might have to use the bear to subdue a politician or a lawyer. To send the animal that close to such creatures would be considered cruelty to animals.
