The filter should run 24/7 for oxygen in the water. Also, if the filter media dries out (the pads or sponge, whichever your filter uses), the beneficial bacteria that grows on it and removes toxic chemicals from the water will die.
The heater should also be on all the time unless the room it's in is warm enough that the heater isn't needed. Heaters have a temperature sensor inside, so they'll turn themselves on and off as the water temperature changes.

The filter should be on all the time or the good bacteria living in it will die. If you've got a good heater, it should automatically turn itself off when the temperature you set it at is reached; it should turn itself back on when that temperature drops. I would suggest not using a heater that doesn't have a thermastat like that since they are usually not good enough quality to use in an aquarium.

The filter always remains on, day and night, and it's a good idea to leave the heater plugged in. It won't be on all the time, but it'll be able to turn on in case the water gets too cold. I wouldn't worry about the heater, though, if your house is usually 72 degrees or warmer.

you don't shut them off unless they break or blow up. the heater should keep the water at an even temperature so you leave it on all the time and the filter should be constantly running.

honey if you don't know the answer to that question ,i think you better forget about keeping fish ,but for the record it stays on from the time you plug it in til u clean the tank and filter again which i do every two weeks or so.

they stay on-you never turn them off. If you live in a warm place and your home is pretty warm-you can turn the heater off. But,get a thermometer to check the temp from time to time.
