I don't know for sure, but when my husband goes fishing he uses stink bait, so maybe they can.

Yes a fish is able to smell because of it's gills. Just like human's can smell out of water but not in water. Fish are able to smell in water but not out. Now if you are wondering if fish smell, meaning if they stink. Some fish do, and some fish do not. Ive noticed that when i catch a carp, walleye or bass, the smell of them on my hands isnt that bad compared to a catfish, or crappie.

Yes, in both interpretations of your question.
They have the sense of smell to locate food, mates, and home territories (how sakmon find their way back to the areas where they were spawned, for instance): http://www.seaworld.org/infobooks/BonyFish/senses.html

And since fish produce chemicals to attract potential mates, they are able to be "smelled" (and not just when they're dead).

Yes, they can tell when you've put food into their tank from the scent even if they didn't see it put in.
