First off any one who awnsered "three" is thinking of a jazz combo which is much different than a big band.
You need 5 saxes, 4 bones and 4trumpets.
T2, T1, T3, T4- ---- Trumpets, (sometimes a 4 trmpt is writen)
B2, B1, B3, B4 -Trombones (note that B4 is a bass bone)
T1, AS2, AS1, T2, B ---- saxes
Thats your wind set up. Plus you need drums, piano, bass, and guitar. So 17 at a minimum. Just remeber it isnt called BIG Band for no particular reason.

to form a big band, you need a rhythm section- drums, bass, piano, guitar. you also need a sax section- bari, tenor 1, tenor 2, alto 1, alto 2. you also need a minimum of 3 trombone players and a minimum of 3 trumpet players.

Let's see--if you like brass and horns, you would have seven at least. Two saxes, one trombone, two trumpets, drummer, and keyboards or bass. Eight if you want keyboad and bass.
A more electic mix could be guitar, bass, sax, flute, flugelhorn, drums, piano.
