It depends on the situation. Willis was probably talking about all sorts of stuff. Love, school, family, goldfish, the pratfalls of fame, you name it.

Of course, there's a chance that Willis was talking nonsense. After all, Arnold was a smart kid. I find it hard to believe he had such a hard time understanding what Willis was talking about. Yet, nearly every episode, Arnold was apparently confused enough to say the line.
