ok, best way to start is to rid of the fraction. don't distribute it. instead, multiply both side by the reciprocal of 2/3, or rather
3/2.. gives
4x-4 >24, adding 4 to both sides equally
4x-4+4>24+4
or 4x>28
multiply both sides by 1/4, and get
x>7
this means that any number larger than 7 is a solution, but not including 7,
on your number line graph, you would place an open circle on the 7, with an arrow to the right, meaning larger numbers than 7, and the open circle meaning that seven is not part of the solution, only larger numbers..

Just treat this as if it were an equation. I would first multiply the whole equation by 3/2 (to get rid of the 2/3) and get
2x - 4 > 24 which becomes 2x > 28 or x >14.
