Obviously there are modern processes for recreating it, and or you can emulate it in various ways.

Paper making with any material is about the same, Google paper making and see what you get. Colonial Williamsburg does this, maybe you could call and ask. Now as to where you would buy papayrus is another matter altogether. Have to try Google-ing that too.
