Can anybody access my personal data from the housing benefit office.please explain if its lawfull or not?

I suspect that its already happened if so, report it to the police!

I suspect you may want to repost in a different catagory than computer security. Its more of a legal question or housing question.

My guess is that if you have applied for housing assistance they do indeed have the authorization to access your personal data. If you have a copy of any paperwork you may have submitted it should tell you.
