Firstly, his 'phraseology' has nothing to do with it. His phrasing, however, might. But it would, of course depend on whether or not you support Bush. He could just mean 'Mission accomplished', but I bet you're too bored to accept that as an answer-you have to search for hidden meanings.

Get it right. It was never Bush's phraseology (is that a word?), it was the aircraft carrier that he flew out to to give his speech.

I think it was that the fighter jet ride he took onto the carrier finally completed his National Guard service requirement

Apparently that particular mission was accomplished...he did not say "THE WAR IS OVER" or "WE CAN GO NOW"

The mission of getting Saddam & his men out of office & on the run. THAT mission was accomplished.

The war was handled perfectly. The "after-war" has been run miserably.
