The answer is D, but the level of brutality was far greater in Nazi Germany.
Mussolini was an old fashioned dictator. More specifically, he was an Italian dictator, which means that the saw himself as the patron dispensing favors to deserving supplicants. Mussolini liked luxury and had many lovers. Hitler was extremely spartan (grandiose, but spartan) and seems to have had no sex life at all, or any real interest in sex (Eva Braun was probably a prop to deflect suspicion that he was actually homosexual). The Nazi state was hell bent on executing its racial theories. Mussolini scorned these racial theories - after all Italy was civilized a thousand years earlier than Germany was. Mussolini also didn't share Hitler's rabid hatred of Jews. Prominent Italian Jews backed Mussolini, and he was grateful.
The use of the death penalty by the two regimes is very revealing. The Nazis executed people right and left, both illegally and judicially. During the entire time Mussolini was in power, only a handful of judicial executions were carried out. This is a better record than the liberal US can claim for the same period.
Mussolini, of course, was no saint. His campaign against Ethiopia was criminally violent, as was his support of fascist Spain. Next to Hitler, Mussolini was a poseur who preffered the threat of force to actual force.
