I have a vacation in September, so I thought it'd be perfect to visit New York and Washington at that time of the year, instead of backpacking Europe. Is it hard to backpack the USA?

The USA isn't really set up for backpacking vacations like Europe is. The distances are too great, and the lack of public transportation are too hard to overcome. People do it so it can be done, it's just not easy. I would think that you would need to pick the right area, need more time and money than a similar trip in Europe.

That being said, the NYC to DC area would probably be the best to try it with.

It's quite a bit larger than Europe. You might have trouble making it coast to coast in a summer. lol
