Private just me they have more privacy settings.
If you are blocked it will say something like you cannot view at this time and you wont be able to answer a question they ask or even edit one you have already answered.
Plus you will not be able to add them to contacts even if they let people add to contacts in general

no you just are seeing someone who made their sprivate in the edit your profile a block person gets a message that they can't view at this time

no, its just a privacy setting. everyone used to be able to see my list, but now i think that only my contacts can see my questions and answers. i changed the privacy settings.

Yes and if you click on thier question it will say
Sorry you can not reach this question at this time
